PRAC of Southern New Jersey Appoints New CEO to Lead Organization

PRAC of Southern New Jersey, named a new CEO to lead the organization following the death of Trailblazer and former CEO Ralph Padilla.


PRAC announced Elliot Hernandez, former Salem County Chief of Detectives as its new CEO.


Elliot Hernandez, from Pilesgrove, NJ, was born in Puerto Rico before his family moved to the mainland when he was 3 years old. A graduate of Penns Grove High School and Fairleigh Dickson University where he received his degree in Administration. Elliot is married and proud father of two daughters.


Elliot was the COO of Compliance and Programming for PRAC of Southern NJ, where he assisted in the growth and development of Hispanic communities in Atlantic, Burlington, Cape May, Cumberland, Gloucester and Salem Counties.


Before coming on board with PRAC, Hernandez served as Chief of County Detectives for the Salem County Prosecutor’s Office. A native of Penns Grove, Hernandez started his Law Enforcement Career at Carneys Point Police Department. Elliot was then hired by the Prosecutor’s Office in 2010 and rose through the ranks of Detective to Chief of Salem County Detectives.


He is a Salem County resident and volunteered for several local civic organizations. He served on the Salem County Working Group and on its Human Relations Advisory Board. Elliot is also on the Inspira Foundation Board and on the Marlton Park Recreation Committee in Woodstown/Pilesgrove.


Elliot said, “This was a unique opportunity to continue to serve and make a difference in South Jersey. The agency has a great history of helping people which he saw firsthand. When his family came to the mainland, PRAC assisted Elliot’s mother in many ways. But one of the things that PRAC assisted his mother with was learning the English language which then assisted her to help her family and communicate with educators throughout Elliot’s early years. PRAC has always had and continues to have a committed staff.”


“This is an honor to be chosen to lead an organization that was a big part of my childhood. I have some big shoes to fill following Chief Padilla and the great things he did not just for South Jersey but for New Jersey as a whole.” As Ralph would say Pa’lante!


Board President Jose Sanchez stated “Elliot was unanimously voted in, and he and the Board are looking forward to working with Elliot. Elliot has always been a community person and has a great work ethic. He was on our Board about ten years ago and once he left he still volunteered in various ways for our agency. He has an expertise in assisting and guiding staff to their upmost potential and placing them in a position to succeed.”


PRAC was founded in 1971 by a group of Salem County agricultural workers for the purpose of advancing, promoting and enhancing social, economic, cultural and educational opportunities for Hispanic citizens.
